$300 Unemployment in New COVID Stimulus Bill vs. Retroactive Lump Sum Payments under Lost Wage Assistance (LWA) Program

A New $300 supplementary unemployment payment in 2021?

As part of ongoing discussions around an extension to unemployment benefits in the latest stimulus bill, lawmakers are reaching consensus on a supplementary $300 payment for up to 12 weeks between Jan 2021 and March 2021. This will likely work similar to the LWA program (details below). Details on how this will be managed and if any additional eligibility criteria are still to be released, but it is highly likely this payment will start in New Year. I will post updates as more information comes to hand.

[Lost Wages Assistance Program updates] With the expiration of the FPUC program and the $600 weekly payment at the end of July, many unemployed or underemployed individuals were left high and dry until the LWA program was put in place via President Trump’s Executive order. The Lost Wages Assistance (LWA) program is in effect from August 1st to the last week in December, but per the table below states are now paying out under this program but will likely take several weeks for some state UI agencies – who are administering the payments along with other enhanced benefits – to update their systems and start making payments.

All states that applied and were approved by FEMA were only awarded three weeks of initial funding– covering the weeks of August 1st, 8th and August 15th.  FEMA will then approve additional weeks of funding for LWA payments on a week by week basis (states have to apply for this). However any additional funding is subject to the $44 billion budget that is available for this program and it is almost certain that funding will run out before the December 27th expiry of this program, unless Congress approves additional funding via a formal UI benefits extension. At this stage FEMA has advised only a maximum of 6 weeks of funding has been approved for most states.

However the good news per DOL and FEMA guidelines is that, similar to the $600 FPUC payments, this payment will be made retroactive to August 1 (week of July 26th). So even though some states will likely take until late September to make these payments they will be making retroactive back payments back to the first week of August if you qualified for the payment.

Retroactive back payments for the initially funded three weeks will likely be paid in one lump sum – up to $900 if you are eligible for all weeks this program is in effect. Additional retroactive payments will be made for weeks the states have approved funding. E.g states who started paying out in mid-September (like Maryland) made the full $1800 payment to eligible recipients. Retroactive back payments however are not guaranteed for new claimants, those who certify late or those with claim issues, since funding is only provided on a weekly basis by FEMA.

Another important point to note is that unlike the $600 payment, the $300 or $400 LWA payment requires a claimant to be getting at least $100 of unemployment benefits from existing federal and/or state programs. This is significantly different to the $1 requirement for the $600 FPUC program. You will likely need to certify on a weekly or bi-weekly certification period that you meet this minimum threshold to get retroactive payments. The $100 minimum threshold is based on the claimants base period for calculating unemployment insurance benefits. For example in California, a person would need to have earned at least $2,574.01 in a qualifying quarter to receive at least $100 in weekly unemployment benefits from the state.

When do the $300 to 400 unemployment benefit (including retroactive) payments start in my state?

The table below provides the actual and estimated (when no official date available) for when the $300 (or $400 in certain states) payment will be made. This includes retroactive back payments, which will be paid along with regular weekly unemployment benefits. Also its important to know that the $300 payment may be staggered in several states (e.g CA, PA, NY) due to the large volume of claimants. So if you see your state with a status of paying now and a date in the past, just know that your payment is likely scheduled to be processed (assuming you are eligible and had certified) and may take a few days after the listed date. And as always, check your state’s UI portal or official emails for your specific payment details.

Phase 2 Staggered LWA Payments – CA, NY, PA, NC

Due to the volume of payments and the fact that FEMA is approving/funding for remaining weeks (following the initial 3 week grant) several state like California and New York are paying the last few weeks of the LWA program. You can see this noted in the table (where specific dates have been published) and across the many comments below. So if you do see a delay between your first and subsequent rounds of payment it is likely due to the staggered nature of payments. Unfortunately states have not always been clear on the timing for these “phase 2” payments as they are dependent of FEMA approval/funding and internal processing so many eligible claimants are facing delays in getting all their LWA payments.

Payment Start date is when the state actually started processing LWA payments OR is the estimated date of the first payment processing based on available information. Because there there is no requirement under the Lost Wages Assistance program that an individual’s job separation be directly related to COVID-19 (indirect association is acceptable under self certification) many more individuals may qualify for this program (vs PUA). The end date for this program, assuming funding is available is December 27th 2020.

  3. I live in New York State. Certified for my PUA on Wednesday. Went to the DOL website to check my payment history and saw I will get my $300 x 3 in retroactive pay (total $900) in my next bank deposit on Friday.

    • This is an addendum to my comment on Thursday. I woke up this morning to find I was creditied for my usual PUA but the LWA funds were not available. I guess this is going to be a trend with NYS. I have 1 more week of my PUA left. I guess that means when my PUA is exhausted I have to re-certify for the remaining weeks for more PUA since I was unqualified for regular UI.? The DOL does not want us to call about the LWA. I guess this is going to be a wait and see period. Anybody else in NYS have any idea what is happening and what I should do? Andy, what do you think?

      • Okay. Here’s an update from my last comment today. The DOL website from NYS said to call the bank if there is a delay in funds. I did, and the response was they had to wait for the go ahead from the DOL to deposit the 3 retroactive weeks for the LWA. Checked my bank app and they put the money in. It’s nice to know the banks and the DOL are communicating to make sure they add the money to the accounts.

      • Hi, I’m in NJ but extensions process is the same nationwide so maybe this will help you. Your 13 weeks extension should be automatic. You have to wait until your funds are completely exhausted and just keep certifying as usual. On the NJ facebook unemployment page I read that you have to call in to certified when the extension kicks in because you wont see the extension online but it is updated when you call in.

  5. I live in Kentucky and only received one payment of 400 yesterday so anybody no when the other will be issued? And how do you decertify?

    • I also only received 400 this week in kentucky. The news says they are paying 400 a week for 3 weeks but i know kentucky only issues payments bi-weekly. So I’m confused if we will get 400 next week or the following week when we get our next benefits.

  7. I live in TN anyone I ow why I have only got the $900 for the retroactive. And 1 more payment the second week after I got the 900 and nothing else after that.. Will I need to be on the lookout for another payment after I I got the 900 one first I didnt get another one till 9/10 almost 2 weeks later.

    • Just likely slow processing. 2 to 3 day delay is not uncommon based on what others are saying and NY has a large amount of claimants to pay so likely doing it in batches

  10. first of all I really appreciate the time that you put in to researching and answering the questions from all of us. I would also like to ask if you know anything about how any retroactive back payments will be made on the $400 payments that ky is making. I believe that I received the first payment today because $400 was deposited in to my account. I usually don’t get my regular $352 payment until Wednesdays. So my question is will they also be making back payments on the $400 and will they be weekly payments? I assume I should receive my regular two week payment tomorrow as usual. Just wondering how they were supposed to go about it. Also have they went ahead and filed for the other 3 weeks? I thought the federal govt. Had already paid the states for the funding as per your schedule released that showed payments beginning in early Sept. For weeks ending in July. Thanks again

    • I received one week of lwa of $400 thought we were supposed to get retroactive payment..I don’t no what games kentucky is playing but I got 5 kids and I’m playing ketchup ..well I hope Everyone in need gets the help they need and God bless

  12. Hi, im currently on partial unemployment since July 30th and was certified for the extra $300. I live in Pennsylvania and I had some go into the account this morning but it didn’t come out to the $1800.00 as said. I only received $1300.00

  15. Has anyone in ohio received the notice or request to self certify for 300 lwa yet or have they not sent it yet. Im on reg ui and worried im not doing something right i got an email sept 3rd saying i had something in my correspondence box in the ui portal but nothing was there. Just worried maybe something went wrong. If someone from ohio can let me know if they also havent received a request it would be appreciated so i at least have an idea and not worried i missed it.     • I’m on regular unemployment and never got any type of self certification for this extra 300. My friend who is on pua her account says the 300 is going to be available soon. But on the regular unemployment website it doesn’t say anything about it for me and I get over 100$ a week in unemployment so I am confused as well.

  17. I live in Arkansas and recieved only my regular pymt. this morning. I saw where some other Arkansans had recieved theirs. I self certified and qualify as well. I am just a little confused. Could it take extra time for the $300? With the $600 it always within a few minutes of the regular it would deposit. I use the unemployment issued card from the state.

    • Just saw a recent update from AK – DWS plans to begin issuing payments the second week of September. Payments will begin no later than October 2, 2020. Benefits will be paid retroactively for those determined eligible as long as funding is available. So your payment may just be delayed.

      Also the good news for AK claimaints is that since the minimum weekly benefit amount for PUA is $132, PUA claimants who are otherwise eligible for benefits will automatically receive the $300 LWA benefit.

        I got the $900 and 1 week for $300 which is just 4 weeks of payment but after that I haven’t received the last 2 weeks of the $300 and Lex had told me that it was only for the month of August which is four weeks but I read about my governor put in a request for sep 5 and only 92% got paid for the 5week so why I didn’t get mine. I live in louisiana

        Anything on anyone receiving reg ui benefits in ohio having to self certify yet? I get over 100 and should qualify but havent received anything about the self certification process. Worried i missed it or they messed up like they did when i first had to file unemployment. If they just havent sent out anything then thats fine at least i would know something.     • I’m in arkansas (AR). I have spoke to several people who have received the 300 but I only received the normal amount 117 that I have been receiving . The self cert was a quick question when I filed over the phone I hope they don’t mess this up. Any other arkansans out there ?

  19. I am from Maryland. I got the email that starting on Friday, September 11th people can self certify that they are unemployed and will receive the lump sum for the weeks they are eligible. I received $996 but I should’ve been eligible for the full 6 weeks of unemployment. Is there any info on this? I’m pretty confused.

    • There has been a distinct lack of information from VA. At this stage I am estimating during the week of Sep 13 (per tracker) but will update if an official update comes through. Given 50% of states are paying now surprised VA is so far behind in making payments. Hopefully the first payment is large since should include most of the retroactive payment (to Aug 1st)

  23. I’m in MS. Received 1 $300 payment Fri 9/11. This morning on my states unemployment site, there are 2 more $300 payments listed as well, all 3 are in the ‘paid’ column. However, only 1 has been added to my debit card. Anyone have any ideas as to why they all say ‘paid’ yet only 1 had actually been credited to my debit card? Or any info pertaining to MS?

    • Yes Cristy, I have a similar problem some months ago I mean April through May. So, what I think is that they are overwhelmed with the numbers of people filing. All you have do is to keep reminding them in a polite way because many keep on accusing and insulting for the delay. Just be patient with them they will pay it but you just have to let them know it by sending messages to them. I hope that help.

    • You will need to ensure your claim is active and you certified for the relevant week. If so, you should get paid retroactively.

  26. For the ppls that has questions about the 13 week extension it doesn’t automatically roll in you have to go to your home page and go under Puec and apply for the extra extension to qualify

    • I was leery of this whole 13 week extension and exactly how it worked. In Texas mine did automatic rolled into the PEUC. However the system needed to see that my original funds were depleted. My new PEUC funds were added on 2 days later and paid out separate. They did send a correspondence which was the Statement of Benefits ,PEUC and explained my new funding. Perhaps I got lucky but as we know each State differs in the processing of this. Hope you get yours soon !

    Sorry I just have a lot of questions one more word to everyone who didn’t receive the LWA payments receive something in a personal email or paper mail to fill out for Ebt to determine whether they qualify for the LWA payments?

    • Which state Megan? Generally when the LWA program is rolled out in your state you will not need to file a separate application and will be notified of their eligibility for the LWA program via your online UI portal and/or by email. Upon logging into to certify, eligible claimants will be prompted to self-certify that they are unemployed or partially unemployed due to disruptions caused by COVID-19. The state will then confirm your $100 minimum UI eligibility and then start making LWA payments soon after.

He hasn’t received anything yet To see if he is eligible to receive the LWA. Payments. So my question is do you know if it’s the next time he certifies he will receive a UI message or a personal email? He don’t certify until the 20th and from what I was reading that so many Americans have already received the money and if that one time certification isn’t filled out in a timely manner because there could be a possibility that you would receive no money due to the fact that the money was already all paid out. I exhausted my unemployment and now I’m on price which I get 128 a week which is horrible I live in mass will I be recovering the 900 retro pay this weekend when I clean my week of unemployment I only have 4 weeks left and can’t work because kids are outta school so what is my next step also … I’m a single mom and I am truly struggling!!!

        • My 13 week extension automatically rolled over but it had to exhast my remaining regular funds 1st in order for my extension to roll in. After that Texas has a 7 week extension. However this all depends on the current unemployment rate. For Texas if it drops below 5% unemployment then it does not apply. We are at a very high 12% as much of USA is !. Each state varies on extension.

  29. The ppls that’s suffering need a speaker on how Pelosi is handling this issue with passing some kind of bill for the ppls. I personally feel she has got her on personal feelings involved. She’s not thinking about the suffering that’s being placed upon the tax payers today. Time is passing and ppls are facing evictions know food in the house and children suffering I’m not feeling her judgement. She is making her hair appointments and paying bills why we’re almost about to burn candles for light. Pelosi the people need help now not next year

    • Well I strongly believe Nancy is trying to get more from the ppl as well as other causes. As difficult as it may seem to be on hold hopefully it will come together. The Senate, Mitch Mconnley ,refused to continue to conference a compromise tomorrow as Congress was willing so now the waiting game moves to next week. An additional Stimulus is not included in that package…..so where did that idea go ? RL , you got to get creative and find local resources in your community to assist. Apply for SNAP. They are giving maximum benefits of $194 per person until this CV19 is over. Local churches are always helping with utility bills. If you have any medical equipment that is a life saving device like a c-pac or insulin needs refrigeration then there is a form at your local electric company that you can fill out and it is a LAW that your electricity never get turned off….it will always be workable with company. Good luck. In Texas we can call 211 to get info on resources but your State may be different .

    • I got a n email notice today that we can make our claim tomorrow through the Bescin portal, and expect to receive A back amount from August 1 for six weeks, within 2-3 days!

      • Correct. MD DUI has confirmed payments will start next week for week of Sep 12th and people are getting notices (via email) to log into their BEACON portal to self certify (no new application is needed). Eligible claimants will be prompted to self-certify that they are unemployed or partially unemployed due to disruptions caused by COVID-19.

        After certifying that they have been unemployed or partially unemployed due to disruptions due to COVID-19, claimants will receive a lump sum payment retroactive to their earliest date of eligibility within the LWA program within 1-2 days. This initial payment may be on a different day than a claimant regularly receives benefits. FEMA has stated that no funding will be available for states past the sixth week.

  30. I am in North Carolina and i got my back pay for $900. I was wondering if the unemployment was going to extend and we continue getting the 300 or will it go back to 100?

    • My regular benefits will run out this week, I have posted 3x if anyone knew when the 13 week extension was going to be added on. That was nationwide under Cares Act in April. Without that ….it’s back to $0. I am in texas, are you out of regular benefits too?

      • YES and a single parent unable to get back to work til school starts with FT childcare. I called today and the lady was RUDE with no info for me. So now I have to wait and PRAY for my EB so I can use it to pay for childcare to get back to work when school starts for 2.5 hours a day. I’m in MA.
        On the EB app. they ask if “your employer gave you a back to work date?” The lady told me to put no so now it will prob be denied.
        Yes mine did, it was APRIL 1 2020! Then they cancelled my kids school, then his summer camp, now MY BENIFITS after ive done everything THEY told me to do!
        FED UP!!!

        • Wow, quit a situation this has put you in….at no fault of your own. Sometimes thru the Workforce or HHS they have discounts on child care. It can be as low as $40 month per child depending on your income. In Texas we can call 211 to get resources and info. You can apply for SNAP ( food stamps). In Texas if you are eligible even for the minimum of $16 then due to CV19 they automatic give the full amount of $194 until the UI rate is below 5%. People with kids get extra since schools provide 1 or 2 meals daily. If you save on food it’s more in your pocket for bills. Through researching I see that if the UI rate is above 5% in Texas then the 13 week extension will be added on. Can’t get thru by phone and only $64 on my potential benefits page. So if that’s all they give then no more $300 week either. Back to $o. At midnight I do a request and by Friday will know more on my end at least for Texas. I’ll E back to you.       • Supposedly there is a one-week lapse, then FPUC Benefits will automatically be retroactively applied. My benefits run out next week also, so I contacted my employer. I got this information from her. Good luck!

        • I too exhausted my benefits but after a few days the 13 week extension was added into my potential benefits. Then a few days later it came in addition to the $300 per week. I am in Texas. Look at your Statement of Benefits online…it must appear there 1 st. Good Luck !!

      • Your extra 13 weeks will be given to you per PEUC. Yes, I am out of benefits also. Please be advised that my employer said there may be a one-week lapse in benefits while they switch.

        • It did not in my case. I ran $ out in week one and even though under $100 my balance Texas did pay the $300 but $0 for second week. No automatic for me!

    • I believe each state must request these new funds. Texas did it for 3 weeks and then again for 3 weeks. It can be till Dec31st if your state funds don’t run out.

  31. I’m Minnesota and I have been receiving unemployment benefits since july. Will I get back pay from the LWA Since I been unemployed n have been receiving unemployment benefits ?

  32. Minnesota (MN) has started making LWA payments. The payment schedule covering the backdated first five weeks of the Lost Wages Assistance program will be:

    Week of July 26 will be paid on Friday, Sept. 4
    Week of Aug. 2 will be paid on Sunday, Sept. 6
    Week of Aug. 9 will be paid on Monday, Sept. 7 (with potential processing delays due to the Labor Day holiday)
    Week of Aug. 16 will be paid on Tuesday Sept. 8
    Week of Aug. 22 will be paid on Wednesday, Sept. 9

    • I live in Louisiana and i got my first $300 dollar payment last week. However, this week whenever I claimed i had got my regular unemployment benefits WITHOUT the extra $300 dollars. Im extremely confused and depending on these extra LWA payments right now to keep my roof over my head. There is no information given as to why i did not recieve a second payment. I’m a single father doing virtual schooling for my child with his respiratory health issues.

      • Each State must request these LWA funds. In Texas they received 3 weeks of funds and then another 3 weeks and it seems to be a wait period in between. My 1st LWA was 3 weeks $900 then it ironed out. If you read some of the articles on this site that Andy has put out maybe you can find ur answers. Apparently it is given a little at a time to each state.

  33. Andy , do you know when the 13 week extension is added onto an account? Does it auto roll over when it’s time. I have almost exhausted my 26 week UI in Texas….

    • This is sickening! KY said Sept. 6th in multiple locations for forever. Now I look and BAM, the date is change to Sept. 13th. I’ve been trying to contact a human through the unemployment office for 10+ days and I’m in que for a call back.
