Where is My $300 Unemployment? Partial Payment Delays, Early End to Program and PUA Recipient Delays

[Updated for $300 FPUC payment in 2021] – The updates below are related to the original $300 LWA program which has now been paid out. See this article for the new $300 FPUC payment and state tracker, approved under the 2021 extensions.

You can also see this article for updates on extensions to 2021 unemployment benefits and also which states are ending the $300 unemployment payments early!

Despite payment of the $300 LWA weekly benefit across several states, many eligible claimants are still finding that they have yet to receive their funds or that they only received partial payments. This is despite funding for the Lost Wages Assistance (LWA) program having already run out and capped at 6 weeks for most states, well before the end of the original December expiry. Another point of frustration (and confusion) is that people in the same state are getting paid on different schedules based on the program they are currently receiving unemployment benefits under. Further it has been a challenge to get clear answers from their local state unemployment agencies and websites which were already swamped trying to make the payments under existing enhanced unemployment benefit programs (PUA, PEUC, EB)! So hopefully the information below will help answer some of your LWA queries on why your payments have stopped, delayed or not coming at all. Feel free to leave or review comments for any further questions.

Has my state exhausted benefits?

FEMA has confirmed that they have budgeted 6 weeks of funding ($1800 to $2400) for states that apply to all weeks of the program. Based on the tracker below, states that have already exhausted their funding were among the first to receive approvals from FEMA. Those states include: Arizona, Massachusetts, Missouri, Montana, New Hampshire, North Carolina, Texas, Iowa, Louisiana, Maine, Maryland, Pennsylvania and New Mexico.

Note some states like Florida have said they will only be paying 4 weeks of benefits (despite FEMA budget for 6 weeks) due to one of the program’s requirements which requires that at least a quarter of the program’s recipients receive an additional $100 in state jobless aid. Because Florida doesn’t have enough workers who earn at least $100 in state unemployment aid to qualify the FL DEO has said they won’t be applying for the remaining 2 weeks of LWA funding available.

Meeting the $100 minimum existing UI threshold

The LWA unemployment benefit requires claimants to be getting at least $100 of UI benefits (on a pre-tax basis) from existing state or federal unemployment programs. This minimum requirement is required for every single week the LWA program is in effect, which covers the weeks ending August 1st to September 5th. You will only get the extra $300 (or $400 in some select states) for the weeks you have certified and received over $100 in UI for existing programs.

COVID certification

States are requiring claimants to self-certify that they are eligible for the $300 extra payment because they were unemployed or partially unemployed due to disruptions caused by the COVID-19 pandemic. So make sure you complete this once you get notified by your state unemployment agency (or check your UI portal). If you are getting PUA unemployment, then this certification is already covered since that program required this certification in the first place.

Note – You will just need to certify once per LWA claim. There is no requirement for weekly LWA self-certifications. You should however continue to file your regular weekly claim certifications to receive your unemployment benefits along with any applicable LWA payments. You will need to call your state UI if you need to adjust your certification for past weeks (required to get LWA retroactive payments) if this cannot be done through your states UI portal.

Pandemic Unemployment Assistance (PUA) vs Regular Unemployment Driving Payment Dates

All state UI agencies had to implement PUA (and PEUC) programs earlier this year as part of the CARES act stimulus bill, which was generally done via separate systems or applications relative to their traditional UI systems already in place. In an unintended twist, the use of different systems has also meant that the LWA payment schedule for PUA recipients could also be different to those on regular unemployment because PUA claimants were not on traditional UI systems. In fact in many states, because the PUA systems were designed more recently LWA was able to be provided to PUA claimants more quickly than legacy systems used to deliver traditional unemployment benefits. For example in Ohio, PUA claimants began receiving retroactive LWA payments the week of September 16, 2020. Those on regular UI won’t start getting payments till late September.

Retroactive Remaining LWA Back Payments May Arrive in Batches

Because FEMA only initially awarded three weeks of funding – covering the weeks of August 1st, 8th and August 15th – many states only paid those first payments (one at a time or in a $900 lump sum) in the first round of LWA disbursements. Subsequent weeks required FEMA approval so were paid based on that and when states got the funds. Given the last week of funding for this program in many states was the week ending September 5th (paid the following week), some states who started paying early (e.g Texas, Arizona and Maryland) have already made the full $1800 payment to some claimants.

As a reminder here are the weeks (week ending) for states which have received the full 6 weeks of FEMA funding

Bank Account or Debit Card Processing Delays

While the state tracker below shows the first payment date for LWA benefits, it may take several days to get these in your bank account or debit card. Like with traditional UI and PUA benefits, after a payment has been released, it typically appears in your bank account or on your debit card in 1-2 business days. If you find its been more than 5 days, then contact your local state UI office.

This recently happened in New York (see update below table) where NY DOL confirmed they had released nearly $2 billion in LWA funds, but their payment processor – KeyBank – was unable to process payments that caused a 3 day delay in payments much to the angst of may NewYorkers whose UI portal showed payments had been made.

LWA less than what I expected

A common question is people seeing less than the $300 for a given week they got the payment. The main reason for this is that the $300 LWA payment is taxable. So if you were getting your existing UI taxed, then so will the LWA payment.

New York (NY) LWA payment update

As of September 18th, a lot of NY readers are posting comments that their first batch of LWA payments (which was due to be paid on Sep 15th according to the NY DOL) has not yet hit their bank accounts. The NY DOL has posted on twitter, “The first round of LWA payments has been released for those who were pre-qualified and those who certified by 5 pm on 9/15. After certifying, payments will be released in 1-2 business days if you are eligible”

NY DOL confirmed they have released ~$1.9 billion in LWA funds to 2.26 million NYers. But looks like an issue with their processor – KeyBank. Despite assurances their system could handle the load, KeyBank was unable to process payments overnight on 9/17.

KeyBank has said payments have been processed & will reach bank accounts by 4:30PM on Sep 18th at the latest. Which was the case for a lot of people, however per a recent tweet at 9pm on Sep 18th, it looks like payment delays will continue for many others and may take till Monday Sep 21st for people to see their LWA money! Disappointing news indeed.

  1. I am in Florida, and received the $900 for 3 payments of LWA in September, and I was already receiving PUA. According to the chart above, Florida is only paying out 4 weeks instead of 6, anyone know why Florida is the only state in the nation not paying out the full 6 weeks???? Are we still going to get the additional payment or additional 3 payments? You still cannot call UI – the phone system will not take messages and disconnects you.

  2. Got the following question on my FB feed – “Any update why is Arkansas has to vote to pay the remaining weeks that FEMA already approved them to backpay us for 6 weeks we only gotten 3 weeks now that isn’t right when other states had no problem paying the lwa”

Answer – The Hutchinson administration has now decided to pay the full six weeks of LWA unemployment benefits ($300 per week). The state had earlier received $79 million (from FEMA) to pay for three weeks of benefits ($900) for weeks beginning Aug. 1 but had resisted paying the full six weeks allowed under the program, as most states have done, because of questions about meeting the state match. This was resolved by the legislature and the remaining weeks should be paid by the end of October.

    • Hi – Im in Nevada. It doesnt say the 16th, it says up to 4 weeks FROM the 16th. We shouls start getting LWA funds 10/31 – $300 per week for 3 weeks. They have applied for additional weeks, but have not heard anything more.

So it’s not gonna be the end of the month it’s hopefully this weekend. I’m just not sure about self certifying I don’t even see it on the website. Do we have to do it? I’m getting regular UI and under why am getting it, it’s because of the covid

        • Looks like us in Nevada are getting screwed and will only get paid the initial 3 weeks, and then maybe 1 or 2 additional weeks, even though Trump authorized LWA for 6 weeks. Thanks to Gov. Sisolak not even applying the for funds until the last day to submit a request, we’ll all miss out on two or three weeks of LWA payments of $300 each. This is so unfair, since DETR has already received the funds from FEMA last September and has failed to pay us anything!

        • I see that, it says 4-5 weeks. B.S this state is disappointing. I work in a hotel fine dining restaurant and never been on UI and cant even get this. Im really hoping when I do my claim late tonight its on there. Pat did you self certify i dont see that on the site?

      • No it says 4 to 6 weeks from September 11th when we got approved, and it already says they’re starting to roll out the payments. A friend of mine said she knows people that already got it we should have it this weekend in Nevada I hope

  7. I just started hearing about the additional $300 dollars the last couple of weeks when I filed for my unemployment biweekly payment, It said that you had to be certified for the additional payment but I was unable to find out how to get certified from the charts for the states it said that Pennsylvania should started receiving the additional payments starting September 17,2020. I could truly use the additional payment because it is getting really hard to handle things as of October 11, 2020 I have not received the additional payment of $300 dollars.

  8. I just received a letter from Kentucky Unemployment Office saying, my 26 weeks has exaughsted to file a claim for the extra 13 weeks. I thought it was automatically added cause of pandemic. I understand how to do that. What I DON’T UNDERSTAND is my LWA Benefits, I’ve only received 2 out of the 6 $400 checks when my State UI did not exaughst until this week. What do I do to receive the other 4 checks I’m owed? My car insurance cancelled cause of the delay and I’m having to move in my car also with no insurance. I have had a SUICIDAL PAST, I overcome that DISEASE and beat it without medicine. Now at this very moment I feel like hanging myself of State Street Bridge in Bowling Green Ky I will give y’all the benefit of doubt and wait on you to message me back with a answer. And I give y’all permission to check my medical records to show in not playing with my emotions.

  9. There is now an option to claim the $300 LWA payments on your dashboards. Go to nj unemployment site and click check claim status. Log in and you will see the option to check mark it. Once you check it another box will pop up and click ok. Some people are saying it is there when you have to certify your weekly claim..I will check on that later today when I certify..hopefully this is a good sign in the right direction to getting some relief

I’ve only received the smaller of the two paper check (the 14th). After talking to USPS, who is blaming the tropical storm and messing up the Pensacola area, the postal worker said to wait because they are having to “play catch-up”. Husband says to be patient but shouldn’t have received the earlier of the two checks by now? I don’t know what to do. It’s such a mess and I’m wondering if I’ll ever see that money.

Another question I had to reapply for benefits around Aug 22 because of exhausting benefits so the new claim was for Aug 29 and Sept 5 so that would be the full 6 weeks but would me having to reapply affect the LWA payments I should still get it all right because I never stopped getting unemployment?

    • Did you finally receive the last 2 payments this week? The 3 other people I work with in Knoxville received the last 2 payments this past week, but for some reason I did not.

    • Payments are being made in rolling batches till the end of the month, subject to FEMA approvals and release of funds. Hang in there and you will eventually get your remaining payments.

    • This is beyond crazy that folks don’t have their money, and what really pisses me off even more so is the fact that this extra money didn’t include those making less than $100, nothing about this program was fair! So many people have lost everything and some have had no choice but to move back in with their parents, and not all were able to even do that! I Pray for this entire world and that everyone specifically waiting for their money will get it ASAP!

  37. Nevada here- I see you have a date of 9/27, is that just YOUR estimate going off when our state got approved? If not, how or where did you see that date? I use the LWA tracker link from FEMA and it doesn’t show a date. I’m a moderator for a group and people are screenshotting your tracker above and are thinking we’re going to get paid on that date. Please clarify!!

    Thank you

    • I just posted an update based on some new information. I had originally estimated the date based on FEMA guidelines. But DETR (Nevada state UI agency) estimates it will now take four to six weeks to complete system updates before the agency can begin issuing payments to eligible claimants. Given Sep 11 was the FEMA approval date, then assuming the mid-point of 5 weeks of approval I have revised estimated payment date to start after October 16th. Will continue to monitor and update if the date changes. It’s an estimate until official and people start seeing payments. Link to reference in table now. It is however very disappointing to see Nevada so far behind other states in making this payment.
