Why The $300 Cut to the Original $600 FPUC Unemployment Stimulus Benefit and 2021 Extension is a BIG Deal

Congressional leaders and the President have now approved a $900 billion stimulus plan that includes funding for extending federal pandemic programs (PUA, PEUC) and providing another supplementary unemployment benefit (FPUC) of $300 per week for millions of unemployed or underemployed Americans. This new $300 payment will be made to eligible recipients between December 27th, 2020 and March 14th, 2021.

Unfortunately this is only half of the original $600 FPUC payment, but had to be cut to keep the overall stimulus package below $1 trillion and get Republican Senate support. While the $600 weekly payment provided nearly full income replacement for 73% of Americans, the lower $300 will only cover about 42% of Americans (assumes regular UI is also being received). The the new 2021 $300 FPUC provides the same extra weekly benefit as the $300 LWA program, the good news is that it only requires a claimant to be getting $1 in regular UI (vs $100 under the LWA program).

You can see this article on actions claimants will have to take to get these extended benefits. States are updating their systems so will take time to get this payment, but will be retroactively caught-up for eligible weeks. See how your state is tracking with this payment.

[October LWA Update] Most have states have paid out the $300 weekly LWA unemployment benefit. See the full and update list of states and payment dates.

The limited funding for this program means that the states who sign up late may have limited funding to implement these programs. The FEMA website, which this program is being rolled out under, has the latest updates on states enrolling in this program.

President Trump’s executive order on extending extra weekly benefits looks like it will provide much needed relief to millions of unemployed and under-employed Americans given Congress’ inability to compromise on a new stimulus bill which was supposed to include an extension of funding for the FPUC benefit (which was $600 p/week until the end of July 2020). Based on recent Department of Labor guidelines, Trump’s executive order will be enacted through the Lost Wages Assistance (LWA) Program and have the following features:

The LWA program will extend the extra weekly unemployment payment until the end of the year, or until funding runs out. Under the program the extra UI benefit will cut the overall weekly payment to between $300 and $400, depending on how much states can fund of their obligation (up to 25%) of the extra weekly unemployment payment versus federally owned funding (75%). The payments will be valid from August 1st 2020 to the end of December 2020, subject to funding availability.

While the federal component of this weekly payment ($300 or 75%) will be funded under the FEMA program, the states can fund their $100 component out of the Coronavirus Relief Fund (CRF), provided under the CARES Act or other state funding. Alternatively, and importantly under DOL guidance, states may count funds that are already used to provide regular state UI payments toward the state match. If this is the case then the revised extra FPUC weekly UI amount will only be $300.

This is BIG deal because many states will likely just count their existing UI payments towards their state match, leaving the extra weekly payment to the federally funded $300! Which is a 50% drop from recently expired FPUC levels. While this will be in addition to existing state UI payments, it will still be a large cut for many families and jobless workers who relied on the earlier $600 FPUC payment.

[July-August 2020 update around 2020 $600 FPUC extension] Despite all the payout challenges with the enhanced unemployment benefits, millions of Americans have been benefiting from the $600 FPUC payment (detailed below in previous update) while they survive Coronavirus induced shutdowns or job losses. But with the $600 payment officially set to end at the end of July 2020, many Americans are asking if the $600 payment will be extended?

You can see a more detailed analysis here, but as with everything government related nowadays this has become a political issue. Republicans have indicated that they don’t want to extend the $600-a-week UI benefit past its current expiry. They feel the economy is improving and now want to encourage workers to go back to work versus relying on the generous enhanced unemployment benefits. This is why they are pushing for either a cut to the current $600 weekly amount to something around $200 to $300 p/week and/or providing back-to-work bonus payments. The argument here is that the current $600 weekly federal unemployment payment on top of regular state unemployment benefits is 133% more than the average income for most jobless Americans. They want to move to something like 60% to 70% of the average income, which will encourage people to go back to work (assuming their job still exists).

House Democrats, led by Speaker Nancy Pelosi, have confirmed the importance of the $600 weekly payment for the millions of unemployed by passing putting a new Stimulus bill in the House, called the HEROES act, which includes an extension of the $600 per week extra unemployment payment (FPUC) through to January 2021. However it is likely they will have to compromise with Republicans to get something passed.

My bet is that a compromise will be reached where the unemployment benefits will be extended to the end of the year, but the amount of extra UI payments will be reduced and/or progressively tied to the states unemployment. There will also likely be a matching incentive to workers if they go back to work. But stay tuned for more updates.

NotePUA unemployment benefits will continue to the end of the year while retroactive $600 payments will also likely continue into August as state UI agencies catch-up on payouts to eligible recipients.

[Previous update] Under the latest Coronavirus stimulus bill (CARES act) unemployment compensation insurance has been extended by 13 weeks and boosted by adding $600 per week for up to four months, on top of what beneficiaries normally receive from states. It also expands eligibility for unemployment checks to self-employed people and independent contractors. More details and specific state payment dates shown below.

When will the $600 Unemployment Benefit Payment Start?

The U.S. Department of Labor (DOL) has now provided guidance to states for implementation of the Pandemic Unemployment Assistance (PUA) programs and the $600 per week extra unemployment (FPUC) approved under the CARES act. While most state labor departments and unemployment agencies have implemented the enhanced unemployment programs, they have been very slow in getting payments out due to issues with updating policies and systems to accommodate the mandated changes. As a result state UI agency websites are behind on processing the additional $600 p/week payment to eligible recipients. Payments to those already receiving unemployment should be automatic, while others or newly unemployed will need to (re-)apply for the UI payments. The table at the end of the post shows states who are now paying the $600 payment based on their State Labor/UI website.

Will I get the full $600? The $600 is added to whatever amount you are currently getting in terms of regular unemployment insurance compensation (UIC), whether it’s the minimum or the maximum. So for example even if you are only getting $50 a week in unemployment benefits today you will still get the full $600 through the next four months (July 31, 2020) which is mandated in the stimulus bill. Note: regular state unemployment compensation includes UCFE, UCX, PEUC, PUA, EB, STC, TRA, and DUA.

Also note that the $600 weekly FPUC payment is paid retroactively. The DOL has specified that states who agree to participate and take the federal funding for the enhanced benefit program under the CARES act must provide retroactive payments to individuals eligible for FPUC for the weeks they would have been entitled. So assuming your state agrees to take part in the DOL program at the end of March (and most states have done so) payments would be effective starting with the week ending 4/5/20. So, if it takes your state UI agency until mid-April to actually start the payments, they will be retroactive back to 4/5/20.

The $600 only applies to those who are receiving regular or PUA state unemployment benefits. If your state said that you don’t qualify for any amount of unemployment compensation, then you do not get the $600 either. The bill also waived the 7 day waiting period for new claims or if you lost your job due to any COVID-19 related reason. So you can file as soon as you get laid off or lose income as a self employed person.

Do part time workers or those getting partial UIC qualify for the $600 unemployment stimulus?

Yes. The Department of Labor (DOL) issued Unemployment Insurance Guidance Letter 15-20 (UIPL 15-20) that alludes to the fact that individuals who are entitled to receive regular unemployment compensation (UC) will also receive the $600 flat weekly payment through July 31, 2020. There is no minimum limit of unemployment compensation that is specified in the DOL guidelines, so even qualifying for a partial amount (i.e the case for part time employees) would qualify the employee for the $600 weekly payment. See more for part-time workers on getting this payment.

State by State Status on $600 payment

The following table shows how the current state administered maximums would increase with the supplementary $600 provision and which states are now paying these. However the roll-out of the enhanced UIC payments for those able to file new claims has been much slower than planned (see details). This information is changing daily so please let me know if you see an changes and I always recommend checking your local state labor or unemployment site to get the official payment dates specific to your claim.

Naturally the above flat weekly increases are creating controversy as the new maximums could exceed what workers make from normal jobs and actually encourage employees to temporarily lay off employers while things are slowed down due to the Coronavirus induced shutdowns.

Will I get the $600 payment if I owe the IRS money or pay child support?

Individuals who currently have a debt with the IRS (or other government agencies) are still eligible for the $600 payment even if 100% of their weekly benefit amount is currently intercepted. Child support obligations however must be deducted from FPUC payments in the same manner and to the same extent as these obligations are deducted from regular UIC. Generally one-half of your $600 payment will be deducted and applied to your court ordered or voluntary child support or repayment of an UI over payment.

Since unemployment benefits are administered at the state level, please check your state’s UI website and file a claim to confirm your specific entitlement. Also note that the $600 payment is taxable and will be shown as income in your 1099G.

  4. I am open to working from home during COVID-19 and actively looking for jobs. I am having a hard time finding something I am qualified for that doesn’t require me to be outdoors and risking my health. Luckily, I still have benefits to collect, and I know I have the extension program option that is being offered by the government.

I was wondering if my unemployment benefits are exhausted, regardless of the 13 week extension, and if I get a job in retail (which is my profession) and the retail store I work in the future hypothetically closes 6 months later, will I still be able to collect benefits say in 202 if my benefits have been exhausted because of COVID-19 in 2020??

It doesn’t make sense that not only is it 90% harder to find a safe job to work from home because of COVID-19, but how can I bounce back if I need a cushion later in the future for emergencies because of being laid off?

Please let me know, how this will affect me, not now, but in my future when I need unemployment again, after COVID-19 is over.

I got denied for regular unemployment and then I got the link to apply for the pua. Would I be eligible for the pua? And if my hours go back to normal would I still cerify every two weeks?

  6. I live in NYS and didn’t qualify for unemployment in March when I applied because I didn’t make enough for the two quarters prior. But as of April 1st, I did qualify (since I made enough in the first quarter of 2020) so I filled out and sent in a form and a letter (regular mail) explaining to cancel my original claim and to start me a new one using this alternate pay period – (as I was advised by a representative to do on the phone). I also emailed NYS twice and called dozens of times but can’t get through – just like everyone else, which takes like 10 minutes to do because you have to hit a ton of buttons and enter your social security number – and then it just hangs up on you…. But here’s the weird thing… My NYS qualification is in pending status… This would explain why I haven’t gotten a check yet. But I did receive a fed stimulus check for $600 one week. The next week I got nothing. The next week I got another one for $600. The next week nothing again. We’ll see what happens this week but I am REALLY confused. Anyone else only getting the $600 every other week?

    • Sounds like you’re getting the 600 extra in unemployment! They wouldn’t break up the stimulus payment! Hang in there, the rest will come!

  8. From what I’ve read, you need to reapply and you will be classified to get PUA. I recently applied for PUA and the next day I was approved for everything from March. I then called the BOA/EDD to check on my card, asked them to send express and received it in 3 days. The funds were already deposited the next day after I applied and certified for all weeks since March-May.

      Reply
    • Yes I agree it’s a waiting game. I called my local NJ UI office over the last almost 2 months and tried all the automated sections to get through and even got to the point several times early morning and afternoon where the automated system finally said connecting you to an agent and it didn’t it hung up. I think maybe the UI offices all over are so inundated that they are using all the employees to just process claims and not answer the phones which honestly should be updated saying as such if that is the case or at least these governors daily or weekly updates should tell us don’t expect to get anyone on the phone because blah blah blah. Anyway I am an independent contractor, 1099 and I filed March 22nd and logging in online my claim status said “filed” which is good and benefit rate and total were $0 until I finally received an email stating I was upgraded to PUA claim status because you need to file and be denied and have the status like I did. So I received that email May 7th finally giving hope because it stated how much weekly and the total amount. It said I needed to claim by Saturday, though my filing claim day was Friday which I did, and I would receive payment on Tuesday, May 12th. Well I logged in on my designated day and filed again (I had been filing weekly all along which oddly it allowed) all 6 weeks I was out of work. I have not yet received that direct deposit but I am hopeful assuming they are just backlogged. So it’s Wednesday the 13th and no payment yet but I’ve learned to be patient even in financial need. Side Note…I did start working the last few weeks part time sporadic hours when I can get them and I received the stimulus check in the mail May 1st but a friend of mine in NY just received hers in the mail today May 13th. So I think things are just backlogged. I do search news on updates and it seems NJ’s old Cobalt program system God Bless it went down over the weekend again but for an ancient system it is handling the claims pretty well with few problems.

Do I notify the federal government that I have returned to work and if I do can you provide me the information I need to do that.? Do I continue to receive the benefit until June if I am working or does it stop when I notify the government of my return to work ? I have tried to call and have not been successful to the Unemployment office and the information on the computer is vague. Thank you for your time..

    Reply
    • I’m on SSDI and worked part time but now I am receiving regular unemployment plus the weekly $600 federal ui benefits. Even though SSI is a different program and has different limitations. The $2000 monthly asset limit on SSI recipients, does not apply to the weekly $600 FPUC. The $600 payments are supposed to be for this emergency, that is his money, so it’s not supposed to be used to calculate base rent or as a qualifier nor disqualifier for benefits such as SSI, SSDI, etc. As long as his regular unemployment compensation is not over the SGA limit or he doesn’t let that part of his unemployment build to over $2000 a month in his account, he should be fine.

My benefit allotment ran out on my last payment and I received a message stating I would not be eligible for an “extension”. I thought the Federal government mandated an additional 13 weeks of benefits regardless. Will I not receive additional benefits as a result of CARES or does the state of California decision trump what the feds say? Anyone?

      • Hello J. Fleming. Thanks for your comments. It’s reassuring to know someone else has this dilemma. It’s frustrating because it is impossible to talk to a human being at EDD. All the phone numbers are a dead end. On my personal Online UI there is no tab that allows me to file a “new” claim which seems to be the suggestion made by others in this forum. I guess I’ll wait until Sunday when I can Certify for benefits to see if that triggers anything.
I don’t understand why my account doesn’t automatically provide me with another 13 weeks of benefits as mandated by the federal government. Some people have suggested filing under PUA (Pandemic Unemployment Assistance) but when I do that it always ends up going back to my EDD Online UI account where I can’t open a new claim because there is no tab to do so. Please keep in touch and let me know if you have figured a way around this mess. Thank you.

  19. Received my State of Florida unemployment this week (retroactive to the 4 weeks I waited). But no sign of the CARE act federal unemployment. I thought the State of Florida had started paying those effective April 12th. Shouldn’t it have been in my state unemployment payment?

    Reply
    • from my understanding, this is an example: In the state of Florida if you qualify for regular unemployment over $125.00 a week and submit a claim every two weeks, they deposit that money separate into your bank account of $125.00 X 2 weeks= $250.00 and then they deposit your PUA of $600.00 X 2 weeks= $1,200.00 a couple of days later, for a total of $1,450.00 into your bank account. that’s two separate deposits in your account from DEO every two weeks.

    • That PUA is likely your state’s Pandemic fund…the Federal $600 says FPUA…like I live in NJ, didn’t qualify for regular unemployment bc I work part-time. But while not qualified for regular unemployment, I did qualify for my states PUA plus the FPUA…each state receives the federal $$ and then doles it out so it’s not the Feds, its your state. For every day the state can delay paying out any part of the lump sum they received from the Feds…they make interest, so there’s that….

    • Go to the unemployment website and look up payment issued to you if the money was unemployment it will tell you the amount and the date they issued it to you if it’s the 600 it won’t say anything that’s how you know

    • Same here, in CT. The math indicates that we received a $300 FPUC.
CT Weekly UI Benefit = $667.
      FPUC = $300.
      Taxes withheld = $97 fed, $29 state.
      $667 + $300 – $97 – $29 = $841.

  25. Please someone tell me if a 17 year old high schoolers are allowed to claim Pandemic UC ? This is what is happening in my small business . My business was never closed. Five people are still working for me . We were working via a zoom and we had people packaging home work & leaving in the bins for parents to pick up once a week. These kids never answered our calls or emails for a week when we requested for help. Our place is fully sanitized. Then I received a notice from Texas Work force commission saying UI /Disaster Benefit request. I have asked my key staff to go to the office and pull worksheets off the shelves and place it in packets . This was the job these kids were doing before who is getting the PUC now while being full time students. They have the key to get into the tutoring center and no interactions with anyone . These kids instead started getting $600/week benefits . They were working 10 hours a week. They are on their parents tax claim as dependent. I am fully reopening the business next week . If they refuse to come back should I inform TX work force commission? These kids didn’t even earn $80/week take home pay . Now getting $600/week . Why government allowing this ?

    • First off, usually UI is paid partially by you, the employer. If they have not been laid off or fired, you need to let UI in your state know. Also, if they are laid off and are are turning down work, which it sounds like they are (I suppose they could say their cell phone wasn’t working so they didn’t get your calls), they are supposed to write that down on their weekly UI report (It says “Did you turn down any work?”) and that would make it so their UI would be cut down or eliminated. If your key employees are doing the job of these kids and it’s not a hassle, you could “hire the kids back” after things get rolling again….OR, just hire new kids, as it’s obvious they aren’t concerned at all with your company! Either way, you’ve got to inform UI what the status of these employees are: laid off or employed but not returning your calls, so they “quit”. Perhaps they are waiting for you to fire them, so they can collect UI?

    • I just got my first $600 today too. The articles from press releases I’ve seen from the Governor said that it will be retroactive. I’m operating from memory here. I believe the retroactive date was March 29th, but I’m not sure.

    • Did you actually receive the money or was it just showing in your status as paid? Mine showed the $600 added in when my last weeks pay was processed, but when the money got in the bank this morning, the $600 portion was not there.

    • I just got approved for my weeks as I have been waiting almost 7 weeks. My statement says I get the $600 on top of my state benefit. It also shows how they took out the taxes. Only the state benefit was taxed NOT THE $600 STIMULUS. So no you do not get taxed on the stimulus. They also backpay out of the 7 weeks I have been out I will be back paid those 5 weeks that I could claim so far and only one week which was before the bill past I will not get the $600 extra. I expect a nice check soon.

Just every week I file my benefits online but still no money coming in. Almost 7 weeks!!!

  39. Will they take my entire $600 NJ unemployment stimulus if I am in arrears on my child support? I thought they would treat it as a job and only take out what I owe every week like they already have been doing with my regular unemployment pay, but I am hearing so many different things that I don’t know what to believe. Some insight on this would be greatly appreciated

      • Child support obligations however must be deducted from FPUC payments in the same manner and to the same extent as these obligations are deducted from regular UIC. Generally one-half of your $600 payment will be deducted and applied to your court ordered or voluntary child support or repayment of an UI over payment. As per the Article above.

    • Ohio is way behind in implementing the new $600 PUAC and 13 week extension. This is likely why you are not getting a response. I feel for your tough situation like many of us, but you’ll just have to wait till the Ohio unemployment department gets their act together and starts making these payments.

  43. We live in WA state. I filed for unemployment as usual this week. I filed on the 20th (a day late because the system website was not letting me get on). So when I look at my list of claims, it says I was paid the extra 600 with my last 2 weeks claims (april4,april11). I get in my account today and have less than what they told me I’d get and my claim for this week still says 0. Is it possible this amount was back pay and this weeks check will be deposited soon? Because i should have gotten almost 1000 more! Thanks to whoever can help me. Stay safe and sane out there family. Love to you all.
