Payment Delays, Identity Verification and Certification Issues with Enhanced Unemployment Programs – PUA, PEUC and $300 FPUC and $100 Extra MEUC Payment

[Updated following approval of 2021 UI program extensions under $900 COVID stimulus package] With the 2021 extension of PUA and PEUC, along with an extra $300 FPUC and $100 MEUC for 11 weeks, many states are updating their systems to process these changes. This means delays and potential lapses in benefits for those who automatically qualify for these extensions. You can see the 2021 UI state tracker of the new supplementary payments, including updated state UI resource pages for the latest information.

[Nov 2020 – Updated state payout dates and FAQs] The table below shows which states have now officially enrolled in the Lost Wages Assistance (LWA) unemployment benefits program. Whether state UI agencies add the extra $100 weekly payment on top of the $300 per week base amount or just count existing unemployment benefits towards this $100 will vary state to state. The table also shows actual and estimated dates claimants can expect their first weekly unemployment payment, if eligible. I’ll continue to update the table as more states sign-up for the program.

Approved states will only get a maximum of 6 weeks of funding (weeks covering August 1st to September 5th) for the LWA program per recent FEMA guidance to state labor and unemployment agencies that have already made several weeks of payments. Several states which started making the $300 payments earlier than other states have already been notified that their LWA funding allotment has run out and no additional funding will be provided. The maximum benefit in most states is $300 p/week or $1800 if you qualify for all weeks, as shown in the table below.

The good news however is that even if the state you live in takes several more weeks to roll out this program and start paying claims, payments will be retroactive to the beginning of August (week of July 26th to August 1st), the first week when this program was in place. So if you were eligible for the first three weeks you will at a minimum get $900 from this program in your first payment. Subsequent payments will come in following weeks based on FEMA funding approval and state processing timelines.

Answers to Frequently Asked Questions and Comments

Based on some repeated questions in the comment section below I have received here are answers to help those who may have similar questions:

$600 FPUC vs $300 to $400 LWA – $99 Qualification difference

Many people have been asking if they qualified for the $600 FPUC payment prior to its expiry at the end of July, would they qualify for the current LWA payment? Sadly the answer may be no, because the $600 FPUC payment only had a requirement that the claimant be eligible to get at least $1 of regular state UI. The LWA unemployment benefit on the other hand (per above) requires claimants to be getting at least $100 of UI benefits (on a pre-tax basis). This $99 difference is a pretty significant difference in many states with low unemployment insurance benefits and in many cases the $100 threshold may eliminate part time workers or those furloughed from their jobs with partial incomes. Not however in some high unemployment benefit states like New York, the minimum unemployment payment for eligible claimants is $104. So everyone receiving UI benefits in that state will qualify for LWA.

Question – Do I need to certify again for the LWA payment?

In most states if you are already on PUA, you would have already certified your job loss or loss of income was due to COVID related reasons. The PUA qualification threshold for this requirement was higher than LWA. However if you are starting a new claim or were getting over $100 in existing UI benefits from other programs you will need to certify (one time only) for the LWA program. You will generally receive an email, letter or notification in your UI portal to do this certification. If not then check your state UI website. If you don’t do this or do it late, you may miss out on your retroactive LWA payments if funding for the program has run out in your state.

Question – Why I am being asked for identify verification to get my payment?

Because of the rapid and inconsistent roll-out of the LWA program many states are seeing a sharp rise in fraudulent claims for these payments. As a result several states (e.g. SC) are implementing additional verification checks before making payments. This is delaying payments to eligible claimants by 2 to 3 weeks in several states. If your payment is delayed or you have only got your first batch of payments, then you will need to contact your state UI agency (or check UI portal) to ensure your remaining payments have not been held up due to additional fraud verification delays.

Question –  I’m listed as DUA for my unemployment. Will I get the 300 dollars (under LWA) or don’t I qualify for under DUA?

Answer – This depends on how you got your Disaster unemployment assistance (DUA). If your DUA benefits qualification was not related to the Pandemic, e.g due to natural disasters (flood, hurricane) that impacted your employment, then you won’t be eligible for LWA. However Individuals receiving DUA benefits because their employment was impacted by COVID-19 are eligible for LWA. Note some state unemployment agencies (e.g Texas and Oklahoma) are sometimes referring to DUA as PUA, in which case under PUA (Pandemic Unemployment Assistance) you would qualify for the $300 to $400 LWA payment.

Question – I am just below the $100 threshold ($90 to $99), can I still get this payment?

Gina asked, “I receive $97 a week in unemployment benefit in California. Will I get the extra $300? Just $3 short!”

Technically no. You must be getting at least $100 (pre-tax) in weekly benefits from the following qualified unemployment programs below to get the extra $300 to $400 LWA payment. However several states like California and New York are temporarily raising their state minimum unemployment benefit to put claimants in their states above the $100 limit so they qualify for LWA. You will need to check with your state unemployment agency to see if they will make this exception for you.

  • Unemployment compensation, including regular State Unemployment Compensation,
  • Unemployment Compensation for Federal Employees (UCFE) and Unemployment Compensation for Ex-Service members (UCX)
  • Pandemic Emergency Unemployment Compensation (PEUC)
  • Pandemic Unemployment Assistance (PUA)
  • Extended Benefits (EB)
  • Short-Time Compensation (STC)
  • Trade Readjustment Allowance (TRA)
  • Payments under the Self-Employment Assistance (SEA) program

Question: Working part time or a few hours, will I qualify for LWA?  

This was Jonathan’s example: I qualify for weekly $117 PUA payments every week. This week I worked one day part time and will receive less than $100 from PUA. Will I still Receive the additional $300?

Answer: The LWA program’s $100 cutoff is based on a claimant’s benefit base rate, which is calculated before any
deductions or reductions. This includes supplementary job payments by working part time in a given week, which would reduce your normal UI benefit claim. Because LWA eligibility is based on what you are eligible for or your base rate, you can still qualify for the $300 LWA payment if your actual weekly payment (net of taxes and deductions) is less than $100.

Question: Do I have to reapply to get these benefits?

Answer: It will depend on your state. In most states you won’t have to reapply and will be notified via mail or your UI portal around your eligibility and payment date for these benefits (will be on your claim balance). You may have to self certify that your unemployment or partial unemployment is due to disruptions caused by the COVID-19 pandemic (which is a very general criteria that almost anyone can use). Payments will be made retroactive to August 1st for the weeks you have certified and qualified ($100 threshold) for this payment.

Question Are LWA payments subject to federal income tax?

Answer: Yes. LWA is subject to federal income tax and will have been communicated to you by your state UI agency at the time of filing or certification

Question: Can LWA UI payments be withheld or offset for Child Support or Past Debt payments?

Answer: According to DOL guidance, Offsets of LWA payments other than for tax withholding are not permitted by state agencies. This includes child support debts.

Payment Start date is when the state actually started processing LWA payments OR is the estimated date of the first payment processing based on available information. Note: Due to bank processing delays, it can take 2 to 4 days after the noted dates for benefits to hit your bank account or debit card. Please see links to more information in the table or your state UI website for specific payment status. If you find any mistakes or have updates, please leave a comment below and I will update table to help others.

Also it is highly likely that the $44 billion funding for the LWA program via FEMA’s Disaster Relief Fund will run out well before the December end date, unless Congress agrees on funding for an extension. States were initially only approved for 3 weeks and will have to keep requesting funding approval from FEMA on weekly basis. Some experts are saying benefits will only last 4 to 6 weeks, so states that have signed up early will likely get the most benefit payments. Further if your payments stop, it is likely due to states running out of federal funding.

Note however that should Congress pass another stimulus bill with enhanced unemployment benefits funding (e.g. FPUC extension), the LWA program will terminate immediately per program guidelines.

Note – States must apply via FEMA (by September 10th, 2020) to get access to unemployment funding for the LWA. Once FEMA reviews and approves the state’s grant application, the State Unemployment Insurance agency will coordinate with the U.S. Department of Labor (DOL) and FEMA to program, implement, and distribute LWA funds once they update their systems to support program requirements such as claimant eligibility. States will be the ones administering the program and making payouts. The LWA state payment tracker table above shows which states are currently approved and the estimated week payments will begin. You should check your states unemployment website and UI portal for exact payout dates


[Aug 15th update] With Congress unable to reach an agreement on a new stimulus bill and no impending legal challenge, it looks like Trumps executive order to extend and replace the existing extra weekly unemployment benefit (FPUC, or $600 weekly payment) may actually be implemented following guidance by the Department of Labor (DOL) on the Lost Wages Assistance (LWA) Program. The following are key guidelines issued by the DOL:

The LWA program will provide eligible claimants in state administered unemployment Insurance (UI) programs up to $400 per week additional UI benefits, starting with weeks of unemployment on or after Aug. 1, 2020, and ending Dec. 27, 2020 at the latest. This means that payments will be retroactive to August 1st, even though the program has been implemented after that.

Per recent federal enhanced unemployment benefit programs guidelines, to quality for LWA benefits claimants must certify that they are unemployed or under unemployed due to coronavirus (COVID-19) related reasons, and the state must confirm that the individual is receiving at least $100 of existing unemployment benefits under current benefit programs (which include state UI, PUA or PEUC). This is supposedly to prevent fraud from people who were claiming this payment with minimal UI benefits.

LWA will be funded through a joint federal-state agreement that requires states to contribute 25% ($100) of the benefit payment with the remainder (75%, or $300) coming from the federal government. States can use their own budgets or the emergency Coronavirus Relief Funds (CRF) they received under the CARES Act to cover their portion of the enhanced LWA UI payment, however this is not mandatory and is at the discretion of the state administration.

More importantly under DOL guidance, states may count funds that are already used to provide regular state UI payments toward the state match. If this is the case then the revised extra FPUC weekly UI amount would only be $300, the federally funded amount.

Because Trump’s executive order cannot allocate new federal funding, the LWA program may end earlier than Dec. 27 (highly likely) if FEMA expends $44 billion or the balance of the Disaster Relief Fund decreases to $25 billion. Congress would then have to approve additional funding.

There are still several questions around how and when states can implement this. While the DOL guidelines will provide more clarity it will likely take weeks for states to update their unemployment systems and roll-out the updated guidelines.

    • I got my regular one day then the next I got the 400 . Maybe it’s going to be set ok like that but I do know I’m the weekends you might not get it because they sent them on the 17 and 18 and we didn’t get them til Tuesday and wensday .

  2. Kentucky has no option on the portal to self certify for past weeks , back in time. Only the two weeks your claiming now. So how could you qualify for LWA. There’s no option anywhere on the portal to do this. So , how do you self certify for LWA in Kentucky with no option to do so ? Who can I report this to ?
    the US dept. of Labor or FEMA ?

    • I’m experiencing the same thing I was on weekly benefit request then the system changed me to bi weekly so I can’t do my request until Sunday sept 27th still no 400 yet can’t call anyone I am just at a loss to figure this out also

      • Please , let me know if you figure out how to self certify for LWA in Kentucky. I don’t see any option to go back in time , to 8/1 the first week of LWA. You can only says yes to the question about being on unemployment because of disruptions caused by Covid 19 on the bi-weekly request for payment. However, I’ve self certified for the last 4 weeks and have not received any LWA payments. I do qualify , but I cannot find any statement about it or way to do it beyond the week I’m answering questions for at the time. So , since all of the LWA was retro / back in time , I guess you would have to go back in time to qualify . . . IDK. You should only have to say it once , but like I said, I’ve done this the last two times I’ve requested payment , which is 4 weeks. 4 times I’ve self certified and still no LWA payments. But there’s nothing on the UI portal after you log in that says anything about LWA , no directions , no option to check or click or anything else. So , what do we do ?

        • Hi I just checked my UI page s d the self certify is there once you log in it pops up there is a series of covid related question and you either decline or accept I do my benefits this Sunday so I’m hoping the 400 will come shortly after I did have to call a lady who has helped me with unemployment because the questions are a little tricky reduced hour due to covid isn’t on there but if your place of employment is reduced due to covid and mandates then she said is ok to accept I hope this helps everyone

      • On their website it says clearly that the funds will be disbursed 9/19 and it will reflect on the ui portal. Did you hear or do you have solid information that the money is gone because of the natural disasters that are currently in motion

And for ur information I am a mother of three who’ like joel is behind in bk child support also in which I pay, but nevertheless my children where wrongfully awarded to there father my x husband after he ruthlessly and purposely keept them from me for over 12 years in which I fought him from day one. But his father and uncles and dad’s brother were all officials of the court or of the law in which my case was heard in front of the honorable Judge Ken adair who was first representing my x husband in a false case of allocations against me in order to freely flee with my children alunharmed and untouched by the law bc his family was the law and though I had full custody and he had a history of phycological breakdowns and manic and bipolar attacks and demestic abuse charges and drug and other criminal chargeres and unstable and jobless and homeless ( he lived with his mother and father) still Durning this time! He was still awarded full custody after kidnaping my children and I had a home I recently purchased I was a nurse and still attending collage I never even had a seatbelt ticket at that time and I was known for the mother of love and endurance in my home town all the other mother’s and children respected and adores me and looked to me for advice and comfort with questions or concerns they had of there own children. Never the less my point is : next time before u are quick to pounce on someone u never even met for whatever reason or excuse u had at the time he is not ur father who didn’t pay ur mother and hurt u and ur mother. He is a separate individual. And u know nothing about him regardless of his status as a father it’s his matter and it’s only between him and God and his children weather he be a bad father or a good father. My x husband still to this day after 14 years collects and intersects my money so I truly understand his consern.

  7. I’m in Wisconsin. They haven’t paid the LWA yet until the end of October. If I start working this week 9/17/2020 would I still receive the back pay for the LWA payment? Or is it just gone?

    • in florida we omly get 4 weeks and that is due to their fsiled system.I am was orinally denied due to failure of system,therefore I started receiving PUA 125 a week and finally system fixed ans I was determined eligible for regular UI benefits.256 a week I received that 2 weeks and back to PUA payments and still shoes I am eligible for REGULAR UI an my balance.Point being that is why Florida is not paying at least 10 percent of their states unemployment,because their system is flawed.Most that were NOT approved fro Regular UI payments only do top errors with their system.I NEED HELP.I HAVE 5 CHILDREN AND MY HUSBAND JUST DIED MAY 8TH 2020 21YS OLD DOWN TO 1YRS OLD AND MY INCOME IS 220 EVERY 2 WEEKS..PLEASE HELP

  9. I get reg UI. I lost my job directly related to COVID and get over $100 per week. I still haven’t gotten LWA money. I know a few friends that gotten the LWA money with their benefits on Tuesday. What i heard on a Youtube video update is Ky is having system issues but say its paid because some have gotten the one payment of $400. I just hope whatever it is gets fixed soon cause i know everyone needs this money right now.

  11. you are right rob that is not fair. i only get 50 a week and my school is doing remote learning so i am out of work and i have been searching and interviewing but no luck. they should give the extra 300 for everyone that is receiving unemployment. we work our ass off and this is what we get.     • Some people have been reporting payments form KY…just slow processing so you may see a seperate payment later this week of next week with your regular UI.

But yet some people are saying that they have been getting notices and even payments. I’m baffled by this.

Hello im in Fl an its the 16th of Sep. an i haven’t received LWA benefits yet my amount is over 100 that I receive in unemployment i receive my benefits on the unemployment card which means I’m suppose to get a check since I didn’t do direct deposit be i haven’t received the 900 is anyone else from Florida experiencing this?

    • Log on to connect and check your payment history. Find out when your Lwa benefits we’re processed. My checks were dated 2 days after the process date and received in the mail 7 days after the process date. It shouldn’t take much longer than that unless something is wrong. Then I would suggest calling.

    I had an issue preventing payment this week when I filed my weekly claim on Sept. 12th. After speaking to a case worker and providing some info the issue was fixed and today I checked my unemployment account online and it says “Last deposit Date” Sept. 17, 2020 plus my weekly benefit amount. When I originally filed my claim I was working and at the time my hours were significantly reduced so I was elegible for benefits. When asked if my hours being reduced were as a result of covid 19 I answered yes that was for my original claim. I recieved benefits up until August 30, 2020 when I exhausted my benefits for that claim so I reapplied and was elegible for PUA Claim. Except for this time when asked if I wasnt working because of covid19 i said no because I was no longer employed. I was let go mid July and thats why there was an issue preventing payment but the issue was resolved after providing some documentation from my doctor. So my question to you is will I recieve back pay for the weeks of August 1,8,15? And also would the lwa payments show up on my account or no? Because as of today all it says is my last deposit date and weekly benefit amount. I checked payment history and the August dates do not show a $300 increase. Will the LWA payments show that they have been deposited or do they just get deposited in bank account? I know im elegible but I don’t understand why no deposits have been made? Help.

  21. I am on peuc in California I receive more than 99 a week . But I didn’t receive any back pay last week when they started to issue out the extra 300. Does any know why ?

    • If your weekly benefit amount is $100 or more before taxes and child support then you will qualify for LWA benefits. So check your approval letter/website from your state for the weekly benefit amount you qualified for originally. There should be somewhere in the paperwork/website that tells you how much child support is being garnished. I’m in a different state so our system is probably set up differently but hopefully this helps. In Florida the website doesn’t give the dollar amount being taken out for child support, just says 26%.

I live in California I started my ui claim on 09/22/2019 I receive 271 a week i have exhausted my funds I received the extra 13 and maybe something else thru edd I’m now on my fed-Ed extension I have to certify on 09/20/2020 will I get the LWA since I haven’t seen nothing when I search my payment history

    • Hi!! Im n kentucky here in Jessamine co… YES my $400 is pending check yours!! I get regular unemployment card. My unemployment is one deposit and my $400 is right after that both pending and like usual its available 4 or 5 am-ish :) hope i helped lol god bless

    • there have been people confirmed on the payment. I heard it only 1 /400 payment and we are supposed to only get 3. i been trying to call. I only got my reg ui and that was late last night

  25. So help me understand! I worked as a Waitress so my hours will on reflect what I made on the clock. However, I mad enough to pay my bills in tips. So I’m getting $96 in unemployment and u telling me there is no help for me! Wow you’ve got to be kidding me! Make that make sense?!

    • It doesn’t go by your hourly check, it goes by how much money you made in the last 4 quarters. If you reported your tips accurately for tax withholding purposes then those tips we’re considered when calculating your benefits.

  28. The ppl like me that don’t draw $100 a week, will lose everything that we worked for over the years!! My $81 a week $73 after taxes don’t pay much of anything..I’ve already had to sell stuff to make ends meet, and that to me is UNFAIR!!! That’s just telling me and others like me that we don’t matter!! It’s ok that we can’t pay our bills, it’s ok that we can’t feed our kids, HELL its ok that we are suffering!!

    • This is bull and i know saying I’m sorry doesn’t do damn near a thing to help u, but shit I’m so sorry and its not ok, not right, they don’t give a dang cus they have food , home, vehicle, MONEY but if they were effected …. that’s when the crap would hit the fan. That’s how it goes if u never get put in a situation to fully understand whatever the situation may be , hell then you’ll never get it or understand how it feels or what to do or what the person is going through!! I’m in Kentucky and my Gov. Whom I’m not fond of, has implemented a housing voucher application for a fam or individual to get their back rent (back to March) and/or future rent(until Dec) PAID!! Including late fees!! And after u submit app once they decide yes or no most everyone is able to get rent pay.. it goes straight to your landlord!! I’m hoping maybe your state has a program similar ?? Or go to your state website n check out all that’s available i thought i knew it all when it comes to help while this covid shit is screwing up our lives.. but that was like a hidden secret many didn’t know! So check it out just to see. I’m praying for u God is amazing and u must be getting ready to have one hell of a blessing cus the devil is trying to get u stay strong, keep praying , keep Faith and remember how bad ass u r!!!   32. If those qualified through the PUA in pennsylvania, how will they receive the benefits?! Will it be direct deposited on debit card or will it be a paper check written out n sent to the address of recipient?! Cause I filed for my weekly benefits and it didn’t show that the extra $900.00 added to my weekly amount so just curious if it just gets added even if it doesn’t show it on my weekly certification and I do make over the 100.00 cutoff. Lmk please

  33. Not much a comment but a question. If I exhausted my EB benefits before lwa payments begin will I still receive my payments if I am elgible.

      • The LWA covers Aug 1st to Sep 5th weeks. So if you got over $100 via EB or other unemployment (PUA, PEUC) during those weeks and you certified you will get the $300 LWA. If you didn’t get any unemployment for the weeks LWA was in effect you won’t the get the $300. It is a supplementary payment on top of existing unemployment, not a replacement.

        • It’s not lasting through the week ending Sept 5th in some states. Money has already dried up. Florida is only getting 4wks.

        • Correct, FL is one of the exceptions But due to one of the LWA program’s requirements that stipulates at least a quarter of the program’s recipients receive an existing $100 in state jobless aid, which Florida does not meet due to their historically low unemployment benefit payment.

  34. Why is there a minimum of $100 in State unemployment to receive the added federal benefit. It’s people making the least that can use it the most.

    • My checks were processed 9/8/20 and I received 3 separate $300 checks on 9/12/20. Direct deposit customers received the deposit in their banks around 9/9/20

    Today I Received the extra two payments for the LWA program.. it just hasn’t been deposited into my EDD bank account so I’m assuming it’ll be here either today or tomorrow morning. So altogether I have received the $900 in back pay from the LWA program. I have a new question now my husband is on unemployment as well and was wondering when will an email text or you iMessage we sent out for him to fill out anything stating that he was unemployed due to the Covid in the month of August or is there somewhere where we can go and fill out the application to speed up the process So altogether I have received the $900 in back pay from the LWA program.     • Likely first payment on Tuesday and second one on Thursday. Also depends on bank processing of payments which may add a day to receipt of payment

    • The deo website says lwa payments are being sent between 9/8-9/20. Log in to connect and check to see if your lwa payment has been processed yet. Will show up as 3 separate payments of $300.

  38. good morning i live in maryland they sent me zn email saying that i might qualify for the extra 300 , my place of business was close right b4 the covid they were going out of business. I was able to get regular unemployment after that but im not employed due to covid buisness are not hiring due to covid. Do i qualify for the 300$ Lwa even though i lost my job before covid Thank you .

    • I’m just an “observer“. Also someone that is unemployed as well and just reading all the comments to see if I can find out anything about KY LWA. I wanted to comment on a statement that you made, that your State emailed you that you may qualify for the additional $300. Be extremely careful with such emails as State Departments will not email you. The email may have been a hacker phishing for your info.
      Phishing is a way hackers con you into providing your personal information or account data. Once your info is obtained, hackers create new user credentials and basically steal your info or even worse, steal your identity!! PLEASE BE SAFE and never release your personal info (SSN, banking info, passwords) over an email. You can always call your DOL to verify.
      I hope I was able to help you on this piece of things. Good luck to you with the $300 LWA!!!

      • Yea it’s the unemployment website that emails us to remind us to certify for the week to recieve PÚA payment.. I also recieved an email saying I may be eligible for the 300$ and within a few days I had it .. it will show up on ur claim page as a payment… just so ya know.. also u r very correct about the hackers .. I’ve had the problem myself.. these emails say no reply but ligit. God bless

  40. I’m from NC. I have received the back pay of $900 but when I recertified again I only got my regular UI benefits. On the website it says that NC was starting payments on the Sept 6th should I expect an extra $300 in my account the next time I certify
